Case Study: Trafalgar Towers, Maroochydore
Challenge
The Body Corporate for Trafalgar Towers faced contract expiry of its fire maintenance services. Operating under a rolling month-to-month agreement, the scheme needed a structured and compliant procurement process to secure a reliable contractor under a fixed-term arrangement. The building’s scale—a 16-storey residential tower with extensive fire and life safety assets—demanded both technical rigour and transparent governance.
Our Role
Beyond Condition was engaged to prepare and manage a comprehensive Request for Tender (RFT) for fire maintenance services. The RFT:
- Aligned contractor obligations with Australian Standards (AS 1851, AS 2293, AS 1905.1, etc.), the Queensland Development Code (MP 6.1), and the National Construction Code.
- Defined clear performance requirements, including emergency call-out response times, preventative maintenance schedules, and annual reporting obligations.
- Incorporated a detailed fire asset register, ensuring contractors priced against the complete scope of systems—covering hydrants, hose reels, extinguishers, exit and emergency lighting, smoke control systems, and more.
Outcome
- Delivery of a market-ready tender package reviewed by a Fellow of RICS, providing the committee with confidence in governance and compliance.
- Establishment of a 3-year fixed price contract with clear KPIs for quality control, reporting, and safety standards.
- A procurement process that strengthened the committee’s ability to demonstrate due diligence to owners, while ensuring competitive pricing and improved contractor accountability.
Why It Matters
For strata managers and committees, complex compliance areas like fire safety can expose schemes to risk. Independent technical advice ensures committees not only meet legislative obligations but also make informed, transparent decisions that protect both owners and residents.
